Hello, I'm searching for a program like Hello Engines. Before buying it, can you tell me if it possible to filter the engines, for example I just want engines from UK and USA. Do I then have to submit my site to all the filtered engines or can I chose only some?

yes, it is possible to filter the search engines regarding countries. When you have done this, you do not need to submit your website to all of them, you can chose the search engines to which you want to submit your website.
